Network of Quality Improvement and Innovation Contractors (NQIIC) IDIQ HHS CMS 75FCMC18R0016 $25,000,000,000.00 $1,116,056,353.00 May-18 Nov-18 CMS is looking to create a consolidated, umbrella IDIQ contract to support quality improvement efforts across settings and programs to maximum impact to healthcare and value to taxpayers. This IDIQ contract will allow for the full spectrum of quality improvement work that is in operation under the current various programs including the QIN-QIO work, the ESRD Network work, the hospital focused large scale improvement work, clinician-focused technical assistance work, and other quality improvement work. The Pulse briefly reviewed the three large programs that we assume this umbrella IDIQ will be consolidating and found a few overlapping incumbents that are sure to be targeting this effort. Top performers include Health Services Advisory Group, HealthInsight, Island Peer Review Organization, Mid-South Foundation for Medic, and West Virginia Medical Institute Inc. PoP's for a majority of these contracts are up FY19 and FY20 - so we assume this will be a late FY18, early FY19 release.

GSA USCMCC ranked at #20 on GovWin�s Top FY18 Opportunity List and BGOV�s #16. GSA recently came out and stated that they are still considering establishing a new SIN for the CCS Program under Schedule 70 (IT-70). The Contracting Office previously announced that the incumbent contracts were extended through August 2018, but after doing a quick search on FPDS we only see GSA reported extensions for DXC Technology (now HP) and General Dynamics. However, incumbents DXC, Teletech, Convergys, General Dynamics, Lockheed Martin (now Leidos), CSC (now CSRA), and Active Network all hold active TO's with each PoP ending after FY18. The acquisition process must be exhausting since this GSA GWAC supports different FedGov Agencies such as DHS, ED, HHS, PBGC, OPM, DOE, HUD, HHS, Treasury, and CFBP - so we aren't surprised at how long this is taking to get out. We wouldn't be surprised if this ended up being an FY19 release.

Industry is stating that this is a response to the potential JEDI Cloud Contract sparking a DoD cloud war. But, this has actually been on DISA's mind since at least 2015 with 3 separate RFI's, a few dRFP's and some name changes. Obviously, DISA has been pretty cautious about this requirement and is looking for a solution - for the right price. Eventually, the DEOS Program will unify and modernize legacy DISA IT enterprise services such as email, portal collaboration and other disparate DoD-wide legacy capabilities. Responses to the dRFP are due May 7.
Provider Enrollment and Oversight IDIQ HHS CMS 75FCMC18R0014 $100,000,000.00 $164,765,566.27 Jun-18 Aug-18 Could this be the next big IDIQ? CMS currently relies on a network of GovCon's to carryout program integrity and provider enrollment and screening tasks in the Medicare and Medicaid programs. The strategies for these contracts are based on the specific legislative authorities that enacted the individual programs. The enrollment and screening process is constantly evolving (devolving pending your perspective) through new (or stalled out) regulations and authorities to address Medicare and Medicaid program vulnerabilities and prevent fraud, waste and abuse. In order to implement and operationalize these changes quickly and efficiently, CMS is developing their own IDIQ contracting vehicle to meet demands and ever-changing enrollment and screening landscape. One of the primary programs that will be integrated is currently held by ManTech MSM Security (owned by Innoviss Inc.) with the PoP ending in December of this year. The Pulse did a quick FPDS search and found at least 10 other programs with related scopes out of CMS all with PoP ending as early as this month and as late as 2021. A majority of these referenced individual programs were competed on a GSA Schedule so we are wondering if CMS will considering working with GSA to create a GSA GWAC (hello, category management...). Time will only tell!

Leidos (previously held by Lockheed) has served as the incumbent since 2012. Leidos has supported CMS end-users infrastructure to include ~7,000 contractor owned and operated single model laptops/desktops comprised of Windows and Macs, associated peripherals, ~1,800 government furnished mobile devices (iPhones) and ~1,700 Bring Your Own Devices (BYOD) supported by a MDM solution. The solicitation was released via GSA Alliant Full and Open on April 20th and is due May 21st.
TRANSPORTATION OF SEIZED GOODS US BORDER PATROL DHS CBP 70B03C18R00000051 $10,000,000.00 $63,750.00 11-May-18 DHS CBP Border Patrol (USBP) Tucson, Laredo, El Paso, Rio Grande, Del Rio, and Big Bend Sectors seize controlled substances to include, narcotics, pharmaceuticals and enormous amounts of marijuana each year, which create a significant manpower drain in these offices. USBP is looking to GovCon to provide fully trained, armed, and outfitted persons to load and unload large amounts of pre-packed bulk marijuana (bales weigh an average of 20 to 60 pounds each), narcotics, and other incidental controlled substances at BP Stations and law enforcement departments. Central Texas Express Metalwork provided similar services to DHS CBP back in 2016 for armed transportation of seized vehicles, but it looks like this might be a new outsourced requirement. Think before you take on this RFI GovCon - because you might get more than what you bargained a tiger cub sleeping in a seized duffel bag. Marijuana, pills, and tiger cubs - oh my!
INFORMATION TECHNOLOGY SUPPORT SERVICES FOR THE MIKE MONRONEY AERONAUTICAL CENTER (ITSS) Re-Compete DOT FAA 6973GH18R00092 $160,858,000.00 $170,528,215.68 14-May-18 SAIC has managed to turn this 5 year PoP contract into a 7 year contract - with some indications that their reign might not be over yet. NASA has not released a dRFP for this re-compete since 2016 and a final just dropped from the Heavens last week. So what has put some GovCon's in hell? The definition of an "established partnered team" - which requires two or more businesses to have performed together on a contract for a minimum of one year. This basically torpedoes any small or medium-sized GovCon's chances since that definition makes the very hefty demonstrated experience requirements difficult if not impossible to meet. In the previous iterations of this program, the incumbent is normally unseated. But it looks like the times might be changing.

Vendor Outreach Sessions are a series of pre-arranged 15-minute appointments with Small Business Specialists from various components of the Homeland Security procurement offices. These sessions provide the small business community an opportunity to discuss their capabilities and learn of potential procurement opportunities.
