The Contracting Office states that these extensions is to allow for the continuity of operations and critical services until such time as they transition to the newest awardees. HOWEVER - we think this J&A might have something to do with the DoD IG report put out earlier this month. The DoD IG is looking into whether the DoD adequately monitored contractor performance and conducted sufficient invoice reviews under the LOGCAP IV program stating examples such: the Army paid all 128 LOGCAP vouchers to contractors submitted from 2015 - 2017, valued at $2.4B, with little to no examination of the documentation;  at least $536M of that $2.4B billed on vouchers is deemed questionable; and at least $26M out of that $2.4B is for direct labor of contractor employees that were not physically present in Afghanistan. OASIS On-Ramps 2 - 1 - Pre-Solicitation Est. 2019 $60B $6.89B 10 years FY2019 During their March presentation at Redstone APBI, GSA stated the OASIS SB pools that will be included in the Open Season On-ramp and the number of new contracts needed to replenish OASIS SB pools will be determined no earlier than 120 days prior to June 19, 2019. Only one Solicitation is anticipated to be released for all pools included in this On-ramp. The Contracting Office will hold an additional OASIS SB Open Season Information session at 2:00 PM ET on October 31, 2018. Interested firms shall register for the event online on GSA's website.
DOC PTO Software Development and Integration Next Generation 2 (SDI-NG2) 8 - 20 AQPP1600769 Pre-Solicitation Est. 09/2018 [Prev. Est. Was 12/2017] $1.536B [Was $1.16B] $614M 10 years 09/2018 Eight out of the ten incumbents are riding a bridge contract until September 2018. Due to the size and complexity of the requirement, planning efforts have extended beyond the previously USPTO provided anticipated schedule. USPTO still anticipates releasing a solicitation in FY18, but we wouldn't be shocked if this saw one more bridge contract. Spending spiked in 2015 and spending in 2017 seems to be in line with 2016 spending with a slight a decrease. SAIC leads the pack bringing in over $142M, followed by Salient CRGT with $135M, and then massive drop off to CGI Federal ($80M), CSRA ($75M), Pragmatics ($60M), Unisys ($49M), Phacil ($27M), Maximus ($25M), Niksoft ($14M), and Criterion Systems ($4M).
FBI Information Technology Supplies and Support Services 2 (IT-SSS 2) - 3 7 ITTripleSSpecialNotice Pre-Solicitation Est. 8/2018 [Prev. Est. Was 3/2018] $5B [Was $30B] $132M 10 years 10/2018 The FBI finally breaks their silence with an industry day held in April announcing a new timeline that goes something like this: draft SOW = June 2018; final RFP = August 2018; and award = March 2019. Based on a quick FPDS analysis, there has been roughly 150 TOs and spending reaching $132M at a minimum, under the current program. With the new program, ITSSS-2 will decrease the ceiling to $5B (from the org. $30B), is considering a SB track, and anticipates making 12 Prime vendor awardees for each of the 12 tracks which could result in 144 Prime awardees once is all is said and done.
Air Force Contract Augmentation Program V (AFCAP V) - 8 5 FA805118R3013DraftRFP Pre-Solicitation Est. 7/2018* $6.4B $191M 9 years 12/2019 This program is still alive and well - and apparently still on track for it's July release. We can't find anything to the contrary, but the last year for ordering is 2020. July might still be the timeframe, but we wouldn't be surprised if this was released early FY19. DynCorp is still in the lead out of the eight incumbents with over $52M in funding, but Vectrus was just awarded a TO to support the Al Dhafra Air Base in UAE. Still competitive, still active - sounds like a good one to keep on your radar.
Army Global Tactical Advanced Communication System II (GTACS II) - 13 8 W15P7T18R0003 Pre-Solicitation Est. 6/2018 [Prev. Est. Was 1/2018] $5.1B $804M 10 years 06/2018 Early May, the Contracting Office released a modification to update their timeline stating the  final RFP will be released no later than June 30th. Order period for the incumbent contracts is up in October 2019, so the timing seems to be correct.
DISA Defense Enterprise Office Solutions (DEOS) - 16 11 HC104718R4007 Pre-Solicitation Est. 06/2018 [Prev. Est. Was 10/2017] $8.2B [Was $4B] - 10 years TBD: Shaping Opportunity Meet DISA DEOS, previously known as DISA DEOS CRM. Industry is stating that this is a response to the potential JEDI Cloud Contract sparking a DoD cloud war. But, this has actually been on DISA's mind since at least 2015 with 3 separate RFI's, a few dRFP's and some name changes. Obviously, DISA has been pretty cautious about this requirement and is looking for a solution - for the right price. Eventually, the DEOS Program will unify and modernize legacy DISA IT enterprise services such as email, portal collaboration and other disparate DoD-wide legacy capabilities. Responses to the dRFP were due May 7.
SEC Quantitative Research Analytical Data Support (QRADS) 4 - - RFIQRADS2018 Source Selection 12/26/2017 [Est. Was 5/2018] $48.8M [Was $98M] $34M 5 years - Proposals were originally due back in February 2018, and then due again in March 2018. Estimated award date is July 2018.
Navy/Energy Management Operation and Nuclear Propulsion Work for the Bettis and Knolls Atomic Power Laboratories - 5 - N0002418R2130 Source Selection 1/02/2018 [Est. Was 11/2017] $12B $11B 10 years - Proposals were submitted March 2018 with the transition anticipated to begin in July and full performance starting in October of this year.
GSA Federal Strategic Sourcing Initiative Building Maintenance and Operations for Phase 3 Zones 7 - 14 Unrestricted (FSSI BMO F&O) - 6 - GS06Q17RL0005 Pre-Solicitation Est. 11/2018 [Prev. Est. Was 3/2018] $16.7B - 10 years TBD: Shaping Opportunity GSA has remained silent on the acquisition status of Phase III, even as they begin their marketing research for a potential on-ramp to Zone 1 (Phase I). Their latest update was posted about one year ago (April 2017), and since we haven't heard much else. The Government did state that Zone 1 would serve as the "testing vehicle"" and if all goes well
DOE Management and Operation of Savannah River Operations Office (SRS M&O) - 7 - DESOL0010541 Pre-Solicitation Est. 06/2018 [Prev. Est. Was 12/2017]\ $12B $10.6B - 08/2018 DOE posted a procurement synopsis in February 2018 stating that they do still intend to release an RFP for the re-compete of this critical program. Savannah River Nuclear Solutions (SRNS), the incumbent since 2008, has their period of performance ending July 2018 - however, there are rumors of at least another year extension. The extension is still under review and we assume that has everything to do with wherever the re-compete RFP is in the acquisition lifecycle. Interesting tidbit - the latest funding action was just a few days ago (May 23rd) to the tune of $74M, followed by two other FPDS administrative actions which incorporated additional contract work authorizations. All of that being said, we wouldn't be shocked if this was a late FY18 release with at least one bridge contract for the incumbent.
DISA Global Solutions Management Operations II (GSM-O) - 15 9 831710078 Pre-Solicitation Est. 07/20178 [Prev. Est. Was 11/2017] $4.6B $1.74B 10 years 02/2019 Incumbent Lockheed Martin's (now owned by Leidos thru acquisition) period of performance is not up until 2019 with the last day to order being October 1, 2019. Back in October 2017, DISA released a forecast stating that the re-compete RFP is anticipated to be issued 4th QTR of FY18 - but we are thinking that might be more like early FY19.
Air Force Combat Air Forces Contract Adversary Air Services (CAF ADAIR) - 10 - FA489017R0007 Pre-Solicitation Est. 07/2018 [Prev. Est. Was 12/2017] $6B $50M 10 year 08/2018 Early May, AMIC released a modification changing the date of their Pre-Proposal Conference from May 24 to June 7-8. In their modification they stated they were moving out of the requirements development phase into the RFP release phase - but we all know there are a few more steps in-between. The ordering period of the incumbent contracts are up in September so we anticipate this being a late summer/early fall release.
RENAMED: COMPREHENSIVE HIRING AND RECRUITMENT SERVICES (CHRS) [Was DHS ICE HUMAN RESOURCES SUPPORT SERVICES] 10 - - 70CMSD18R00000001 Cancelled 2/14/2018 [Was 12/2017] $100M - 2 years - OUCH. This sucks. Just a few months post-submission of this very complicated proposal, the Government decided to cancel this solicitation. Their reasoning? Unforeseen delays in the FY18 budget and hiring timelines. Well DHS - if you were following The Pulse you could have seen that we called this one miles away. Regardless, this is a very critical program and DHS plans on re-soliciting this in early FY19. Until then - who knows.
DoD Ground-Based Midcourse Defense Development Operations and Sustainment and Production (GMD DOSP) - 14 - MDA16DACNSN01 Cancelled Est. 10/2018 [Prev. Est. Was 8/2018] $6.029B [Was $4.84B] $5B - 08/2018 Apparently, MDA has been planning the follow-on acquisition strategy to the current GMD Development and Sustainment Contract (DSC), titled DOSP, with the intent to compete future GMD acquisitions. The MDA Director chartered an Independent Readiness Review Team (IRRT), comprised of subject matter experts from outside of the Agency, to evaluate the DOSP strategy and report on the Agency ’s posture and readiness to execute this strategy in the FY18-FY22 timeframe. The IRRT assessed that the Agency was not ready to assume the GMD weapon system prime role at this time and that implementing the DOSP strategy in parallel with the Agency ’s development of incremental capabilities for the BMDS increased the Program ’s risk profile. The IRRT results, in combination with the advancing threat, when measured against the scope of Increment 6 and the direction to accelerate BMDS capabilities, clearly point to an unacceptable level of risk with implementing the DOSP strategy at this time. As a result, the MDA Director assessed the Agency is not ready to assume the GMD weapon system prime role and will not pursue the DOSP acquisition strategy at this time. With that assessment, the Contracting Office extended Boeing’s incumbent contract to December 30, 2023. We guess they would rather just have Boeing do it.
USAID Support Which Implements Fast Transitions (SWIFT V) - - 15 SOLOAATBDSWIFT5 Source Selection 11/2017 [Est. Was 10/2017] $2.5B $435M 5 years - Proposals were submitted back in February with an anticipated award to be made in December of this year.
GSA USA Contact Multichannel Contact Center - 20 16 RFI11142017 (ITC7005302017) Pre-Solicitation Est. 06/2018 [Prev. Est. Was 12/2017] $2.5B $1B 10 years 10/2018 GSA stated that they are still considering establishing a new SIN for the CCS Program under Schedule 70 (IT-70). The Contracting Office previously announced that the incumbent contracts were extended through August 2018, but after doing a quick search on FPDS we only see GSA reported extensions for DXC Technology (now HP) and General Dynamics. However, incumbents DXC, Teletech, Convergys, General Dynamics, Lockheed Martin (now Leidos), CSC (now CSRA), and Active Network all hold active TO's with each PoP ending after FY18. The acquisition process must be exhausting since this GSA GWAC supports different FedGov Agencies such as DHS, ED, HHS, PBGC, OPM, DOE, HUD, HHS, Treasury, and CFBP - so we aren't surprised at how long this is taking to get out. We wouldn't be surprised if this ended up being an FY19 release.
DOE  Hanford Mission Essential Services Contract (HMESC) - 17 - 89303318REM000007 Pre-Solicitation Est. 06/2018 [Prev. Est. Was 2/2018] $3.6M $2.6M 10 years 08/2018 Back in May, DOE EM released a modification stating that they had completed their review of industry feedback and has determined to proceed with the alternate cost proposal/analysis method for this procurement. They also stated that they still anticipated releasing the final RFP in "spring"" of 2018. Call us crazy
DOS Global Security Engineering & Supply Chain (GSE&SC) - - 17 SAQMMA17R0168 Source Selection 12/20/2017 [Est. Was 11/2017] $1.86B $1B 10 years - Back in October, we stated that we were skeptical of the Government being able to get a final out in such a short amount of time. The release may had not have been November - but it was close! So bravo to the program's contracting shop for working hard during the holidays.
Navy SPAWAR Shore C4ISR Global Installations Contract - - 19 N0003917R0004 Source Selection 03/16/2018 [Est. Was 2/2018] $968M [Was $250M] - 10 years - Proposals were submitted May 7th with an anticipated award for January 2019. Anticipated contract start looks to be February 2019.
Army USACE AEC Utility Monitoring and Control Systems for Heating Ventilation and Air Conditions Systems (UMCS V HVAC) - 19 - W912DY17R0014 Pre-Solicitation Est. 8/2018 $2.5B [Was $2.75B] $435M 8 years 12/2018 Period of performance for all thirteen incumbents is up September of 2019 so we are thinking this will be an FY19 opportunity. Johnson Controls Inc. is way out ahead with funding currently at $103M.
DoD DTIC Information Analysis Centers Multiple Award (IAC MAC) 7 4 3 FA807517R0001 Source Selection 10/2017 $28B $352M 9 years - DoD DTIC has recompeted its enormous brain powered program (supported by 40 nerdy Primes combined) in support of its DoD Information Analysis Centers (IAC). This complex R&D proposal was due November 2017 and is set to be awarded by September of this year.
DHS Tactical Communications Equipment & Services II (TacCom II) - - 14 2017036109 Source Selection 9/5/2017 $3B $758.9M 5 years - In March, DHS re-solicited the proposal to anyone that had submitted an initial proposal response. DOE TANK WASTE CLEANUP CONTRACT (TWCC) [Was Tank Operations Contract (TOC)] - 9 - - Pre-Solicitation Est. 08/2018 $6.1B $5.60B 10 years 11/2018 A J&A notice was issued in March to extend the current contract (held by AECOM aka Washington River Protection Solutions) for an additional year expiring in September 2019. 2018 Forum on Globalization and Industrialization: Global Value Chains as Drivers of Structural Change The Forum builds on two related conferences since 2016. The first examined current trends and perspectives related to international investment flows. GSA Public Meeting on Procurement Through Commercial e-Commerce Portals OMB and GSA will be conducting a second modified town-hall style public meeting in furtherance of the Commercial e-Commercial Portal initiative, as outlined in Section 846 of the FY2018 National Defense Authorization Act (NDAA).
