The only thing not drenched in rain is this Industry Expose’! Now grab something dry and get to reading.

The Pulse Industry Exposé is our bread and butter. It is this kind of knowledge sharing that inspired The Pulse in the first place. We have kept our eyes open and our ears to the ground to identify the status (whether they are cancelled, pre-solicitation, or awarded) of impactful contracts across the Federal Government. We have also identified past and upcoming industry conferences and events. This information is not exhaustive, but it is contextual. We are not only telling you the what - we strive to make connections that provide you with the why.

CHANNELING FOR NONCRIMINAL JUSTICE FINGERPRINT SUBMISSIONS III DOJ FBI DJF18CHANNELING - - 11-May-18 Well this has flown under the radar, hasn’t it GovCon? Stick with us here, this is a good one. When we first started analyzing this “cancellation” – we kept scratching our heads on why DOJ FBI was quick to cancel this critical program after two protests (B-416290.1 and B-416290.2) were received from IDEMIA National Security Solutions LLC and IDEMIA Identity and Security USA LLC - formally known as OT-Morpho (merger of Oberthur Technologies (OT) + Safran Identity Security (MorphoTrust)), which has been acquired by Advent International. We couldn’t find much information or reporting on the protest, or cancellation, which we found odd so we kept digging. Follow us down this conspiracy road because we are seeing wisps of smoke. The NY Post reported back in December 2017 that a company named Papillon AO, a subsidiary of Safran – renamed MorphoTrust – which was merged and rebranded into IDEMIA – inserted Russian code into the FBI fingerprint software and has been accused of not being an independent company, but an emanation of the Russian Internal Affairs Ministry. What’s even more fun? IDEMIA is also the leading vendor of the TSA Pre-Check Program. We can’t find any follow-up reporting on this, but where there is smoke…there is usually fire. Maybe DOJ FBI’s need to “reassess its needs and requirements” wasn’t bull after all?

UPDATE OF NATIONAL ASSESSMENT OF EDUCATIONAL PROGRESS NAEP FRAMEWORKS FOR MATHEMATICS READING AND OTHER SUBJECTS ED NAGB 91995918R0002 - - 28-Jun-18 At least once every 10 years, the Governing Board, through the ADC, reviews the relevance of assessments and their underlying frameworks. In the review, the ADC solicits input from experts to determine if changes are warranted, while making clear the potential risk of changing frameworks to trends and assessment of educational progress. The Board may decide based on stakeholder input that the framework does not require revision, or that the framework may require minor or major updates. In initiating a framework update, the Governing Board seeks to maintain a balance to achieve stable reporting of student achievement trends. In considering when and how an adopted framework update will be implemented, the Board also considers the NAEP Assessment Schedule, cost and technical issues, and research and innovations to support possibilities for continuous trend reporting.

Because of this rapidly transforming workplace, agencies have several considerations pertaining to security, cost and the broader mission. Also, many experts predict agencies will live in a hybrid world where they have some data and applications on premise and others off premise.
