On March 24th, the JEDI Cloud Team announced it received 1,089 comments from 46 vendors, 2 associations, and 3 USG agencies in response to the first draft solicitation. Something even more shocking? DoD still holds strong on the projected timeframe for releasing the final solicitation in early May of this year. From the aggressive timeline to FAR compliance concerns - to just the utter disregard of good ol' competition - your Pulse Gals are highly skeptical of this acquisition process and its innerworkings, and it looks like we aren't alone. Congress wants DoD to submit two reports detailing its plans to acquire commercial cloud computing services and why a single award is the best way to execute this massive, and frankly undefined, procurement before it sees any funding. These two reports are due in 45 and 60 days, which would overlap with the May projected release date - aka GovCon might be bidding on something that has no funding against it (unless you are AWS and know something we all don't). We would never recommend bidding on anything without funding against it, but do we really have a choice in this one? May the force be with you GovCon.

We analyzed this opportunity back in October 2017 (link: - and still standby a majority of our analysis. Based on a quick FPDS search, there has been roughly 150 TOs and spending reaching $132M at a minimum. One reason for the hold up (outside of consolidating into a GWAC) may be due to the way they do business since Triple S was procured prior to the SBA ruling that required all BPAs to tier down their assigned NAICs to the TO level. Triple S does not appear to work this way, and task orders are under multiple NAICs. They may be using the offeror's primary NAICs in GSA Advantage, which pretty much means that small businesses are allowed to define themselves. This is the same problem the AMCOM Express office has faced, which resulted in significant implications for offerors who may no longer be small under the $27.5 IT NAICs codes. The new timeline is supposed to go something like this: release of a RFI April 9th, industry day April 25th and May 2nd, dRFP July 13th, and final RFP by August 17th. We'll be keeping an eye on this one.

2018 Quantum Information Sciences Workshop Air Force Global Strike Command (AFGSC) will be hosting an UNCLASSIFIED level Quantum Information Sciences Workshop at the Cyber Innovation Center (CIC) in Bossier City, Louisiana.
