Epigenetic Characterization and Observation (ECHO) Proposers Day The Biological Technologies Office (BTO) of the Defense Advanced Research Projects Agency (DARPA) is sponsoring a Proposers Day for the planned proposer community in support of the Epigenetic Characterization and Observation (ECHO) program. DARPA is interested in diminishing the threat posed by state or non-state actor use of weapons of mass destruction (WMD) and improving diagnostics for troops who may have been exposed to threat agents. The ECHO program aims to develop technologies that enable the use of an individual's epigenome to reveal their history of exposure to WMD and WMD precursors. February 23, 2018

This BOA was awarded back in 2015, but just a few months ago Purple Shovel got an exercised option for ammo - and we are hoping USSOCOM doesn't put any funding behind it. This Administration seems trigger-happy in support of rebels more aggressively than previous Administrations. The munitions world is fraught with risk, including buying nonstandard munitions from typically former Soviet block countries (Bulgaria, etc.); and the manufacturing component typically requires sizable down payments with the shipping process being equally as difficult. Basically, you have to be very careful with what you're buying (i.e. Purple Shovel and the Bulgarian grenades that killed people). Court documents were made public that week of February 8th showing a lawsuit between Purple Shovel and lender. Purple Shovel owes $4M to a lender for an order that allegedly never got executed. Given PS' past performance with SOCOM, it's hard to envision SOCOM ever giving them more work.

The General Services Administration (GSA) has added 31 companies to the second pool of the almost $60B OASIS SB contract. Pool 2 of OASIS covers services such as certified public accountants, tax preparation, payroll, other accounting services, and research-and-development in the social sciences and humanities. It was a happy Valentine's day for 81 GovCons last week! The General Services Administration (GSA) has made 81 awards for its potential 10-year $15 billion Alliant 2 small business contract for IT and professional services across the government. As the GQM-163A sole designer, developer, manufacturer and O&M service provider, Orbital Sciences Corporation has been deemed the only firm possessing the requisite knowledge of the GQM-163A targets. If you are curious about what a GQM-163A is, it is a Supersonic Sea-Skimming Target, better known as the "Coyote". Investments into the Coyote started in early 2000 with a $34M Government investment, followed by another $80M Government investment and additional follow-on production contracts worth millions.
