INDUSTRY EXPOSÉ (FEBRUARY 22, 2018)

What goes well with this beautiful sunshine and warm weather? Our Industry Expose'!

The Pulse Industry Exposé is our bread and butter. It is this kind of knowledge sharing that inspired The Pulse in the first place. We have kept our eyes open and our ears to the ground to identify the status (whether they are cancelled, pre-solicitation, or awarded) of impactful contracts across the Federal Government. We have also identified past and upcoming industry conferences and events. This information is not exhaustive, but it is contextual. We are not only telling you the what - we strive to make connections that provide you with the why.

Click here to download our full exposé including way more contracts, our analysis (the best part!), solicitation numbers, contract values, and important dates.

Opposing Forces Surrogate Wheeled Vehicles (OSWV) Visual Modifications (VISMODS) for the Combat Training Centers (CTCs) Army Contracting Command W900KK17RFIOSWV0001 $23,000,000.00 - 12-Dec-17 Back in April, the Government was conducting market research, which included organic (aka internal) and industry capabilities. Responses to the aforementioned Special Notice was compared to the organic (internal) solution. The Government decided that the organic (internal) solution was the most rational. Another outsourced requirement taken off the table.
Army ERP Services U.S. Army W52P1J18RERPS $846,000,000.00 $55,851,761.07 26-Jan-18 We can look at this two ways - either the Government didn't like the response to their market research put out earlier in 2017 and decided to stick with their 11 active incumbents (current PoP isn't up until 2021) - or the Government has decided to drop it all completely and take on the responsibilities internally when some TO's are over in later 2018. We are hoping our first guess is correction since an ERP system is kinda important.
AE MULTIDISCIPLINARY ENGINEERING SERVICES FOR FULLY DESIGNED PROJECTS AND DESIGN BUILD PROJECT THROUGHOUT THE STATE OF WEST VIRGINIA National Guard Bureau W912L818R0005 $10,000,000.00 - 5-Feb-18 According to the Government "A&E Services for military construction projects shall not be set a side for small business (DFARS 219.502-1)" - uh ok.
Catered Meals for Training National Guard Bureau W912JA18Q0017 - - 6-Feb-18 Communication is key. The contracting office cancelled this solicitation because "it [had] come to the attention of [his] office that this Sources Sought requirement was previously solicited under W912JA-18-Q-0016 on January 4, 2018.This post is redundant and not needed."
Coastguard Station Gorgona, Colombia Department of State SAQMMA17R0621 - - 7-Feb-18 Sigh - another run around. The solicitation was released in October 2017 and was cancelled this month. According to the contracting office, "a decision has been made on February 7, 2018 to cancel this requirement based on the uncertainty of changes necessary for this requirement as a result of a recently conducted environmental survey".
Career Transition Seminar U.S. Navy N0003018T4020 - - 9-Feb-18 Government reasoning: "this RFQ is being cancelled and will potentially be reposted with a modified scope of work in the future". Well, I guess the Navy didn't really need help with their career transition?
AEC CONSTRUCTION OF A VEHICLE STORAGE BUILDING National Guard Bureau W912JV17B4007 $5,000,000.00 - 12-Feb-18 Government reasoning: "The budget was exceeded and the requirement must be Congressionally reprogrammed. This solicitation is canceled."
Construct Armory Addition U.S. Air Force FA41817R0027 - - 14-Feb-18 Solicitation released on July 2017 and cancelled February 2018. Womp womp. This opportunity was cancelled because "funds are not presently available for this effort."

Here is a change of pace! INSCOM is looking for GovCon white papers on services, not on hardware, firmware, or software. INSCOM has an Administrative Control (ADCON) relationship with 1st Information Operations Command. INSCOM G7 executes material and material-centric responsibilities such as a Capability Developer and as the Army proponent for design and development of select operational level and expeditionary intelligence, cyber, and electronic warfare systems. 1st Information Operations Command (Land) provides IO and Cyberspace Operations support to the Army and other Military Forces through deployable support teams, reachback planning and analysis, specialized training, and a World Class Cyber OPFOR in order to support freedom of action in the Information Environment and to deny the same to our adversaries. 1st IO Command has identified areas for which they are requesting White Papers from Industry on mature COTS solutions with a Technology Readiness Level (TRL) of at least 7, relevant to the following Focus Areas and requirements: Content Translation of PAI, Automated Sentiment Analysis (SA), Content Generation Based off of PAI, Assessment, and Data Protection and Management.

Is the U.S. Securities and Exchange Commission (SEC) entertaining BITCOIN? SEC is looking to GovCon for subscription support for ongoing market monitoring and market surveillance responsibilities in the following areas: blockchain technology; cryptoasset investment vehicles, such as privately offered and publicly offered pooled investment vehicles; cryptoasset infrastructure, such as trading, lending, and payment systems; initial coin offerings (“ICO”); and cryptoasset market analysis, news and research. Call Center in Support of VA Rapid Appeals Modernization Program

VA 36C10E18Q0104  -   -  - TBD:
Shaping Opportunity
The Veterans Affairs (VA) has about a year left to get its new, faster appeals process off the ground and ready for prime time. Since Congress passed and the president signed the Veterans Appeals Improvement and Modernization Act into law last summer, VA is piloting and has seen some success with the Rapid Appeals Modernization Plan (RAMP) (link: https://federalnewsradio.com/veterans-affairs/2018/02/overseers-fear-va-new-appeals-modernization-will-go-the-way-of-past-failed-projects/). They now need GovCon's assistance with developing RAMP's complimentary partner - the Call Center.

During the industry day, they admitted in print that they "lack the visibility into the vast amount of data which is dispersed across the Army Enterprise" and need help. First step to recovery is admitting you have a problem.
DSS Market Research for conducting Background Investigations DSS  HS002117RFIISP  -   -  Feb-18 TBD:
SHAPING OPPORTUNITY
On January 25, GAO returned the personnel security clearance process to the “High-Risk List” of federal programs needing substantial attention, citing the delayed and backlogged investigations queue, slow reform of the clearance process, and lack of investigation quality metrics. GAO found that: the backlog had grown to over 700,000 by September 2017; the National Backgrounds Investigation Bureau (NBIB) has too few investigators to significantly reduce the backlog; and an inter-agency reciprocity policy is not yet completed. From 2005-2011, DoD’s clearance process was on the list due to similar issues. Prior to the GAO report, DSS was tasked to provide the Background Investigations requirement from OPM and has a very long road ahead of them. Deltek GovWin IQ provided information yesterday stating that the Contracting Office indicated they 're in the Market Research Phase and are still in the very early stages of this requirement.

IRS 2032H518N00001  -   $6,699,471.24 Feb-18 - Based upon market research and the requirements of Department of the Treasury Acquisition Procedures (DTAP) subpart 1017.71 Treasury’s Strategic Sourcing Program to use Treasury Mandatory sources, IRS has determined potential requirements for Insider Threat Detection Services and Fraud Analytics and Monitoring Services currently provided under contract # TIRNO-17-T-00028 (Noblis) could be competitively procured via GSA Schedule 70. The IRS has determined that the most appropriate category of services within Schedule 70 is SIN 132-45C Cyber Hunt. Holders of GSA Schedule 70 SIN 132-45C contracts may ask to receive the Request for Quotation, if issued, for this requirement via e-mail listed in the notice.
INFRASTRUCTURE OPERATIONS PRIVATE CLOUD MANAGED SERVICES VA VA11817R2327  -   $                                      -   Mar-18 - Another one bites the T4NG-dust. VA announced at the end of January that they plan on issuing this task order (TO) off of the T4NG IDIQ. RFI No.: T4NG-0316 has been posted to the Acquisition Task Order Management System (ATOMS).
OCIO Support Operation and Maintenance Smithsonian F18SOL10019  $ 6,000,000.00  -  Mar-18 Mar-18 The Smithsonian OCIO manages a state-of-the-art data center in Herndon, VA, supporting Smithsonian facilities and staff in Washington, New York, Cambridge, MA, the country Panama, and other locations around the world. Beyond ensuring robust day-to-day operations, OCIO professionals partner with subject matter experts throughout the Institution to deliver leading-edge technology solutions in areas of strategic importance. The Smithsonian OCIO is looking to GovCon to provide turnkey O&M for their data center to include support for their electrical systems, fire protection, HVAC, building maintenance, pest control, snow removal, repairs, and emergency repairs. The IDIQ might also provide an option for building alternations and repairs.
Implementing State-Adopted Challenging Content Standards Education 91990018R0009  -   $4,912,186.84 Mar-18 Jun-18 In a response to the February 2018 GAO Report on the Workforce Innovation and Opportunity Act (WIOA), as well as in response to an unclear (or unsatisfactory) result of the new, more rigorous standards, the Department of Education (Education) is looking to GovCon for their assistance in developing and deploying technical assistance resources to support states' long-term efforts to guide the effective implementation of state-adopted academic standards. In their report, GAO found that most Federal agencies' efforts to implement WIOA requirements aligned with most the leading collaboration practices, but could be "enhanced" in two areas: resources and written agreements. Looks like Education is taking GAO's suggestions seriously. Read more here: https://www.gao.gov/products/GAO-18-171

OBO
-  $100,000,000.00  $104,473,285.76 Mar-18 TBD:
Shaping Opportunity
In March 2017, GAO released a report on how DOS OBO needs better metrics when measuring "performance excellence" in Embassy Construction (link: https://www.gao.gov/assets/690/683418.pdf) and suggests that DOS OBO might not be equipped to effectively manage more than 285 diplomatic posts around the world, including embassies, consulates, and other diplomatic offices. Cut to December 2017, when DOS OBO selected 16 firms for new embassy construction and modernization projects (DOS OBO Worldwide Design Services IDIQ, link: https://diplopundit.net/2017/12/08/statedepts-obo-announces-16-firms-for-new-embassy-construction-and-modernization-projects/). The interesting thing - none of those 16 awardees are one of the eight incumbents on this major DOS OBO contract for A/E engineering support for diplomatic construction projects. Last awarded in 2013, DOS OBO seems to be unclear on their acquisition strategy for this re-compete - and the period of performance end-date is quickly approaching. The eight incumbents include (in order of generated revenue): SRC ($37M), Markon ($22M), Tetra Tech ($13M), D.C. Capital Partners (Michael Baker) ($10M), Louis Berger Group ($8M), MSS Services ($7M), STG Inc. ($4M), and Hill International ($0).

DISA is looking to continue their objectives of ensuring a consistent and compliant path leading to the accreditation of computers, systems, and networks, by providing and developing information system cyber security strategies, design and evaluation guidance, and measures that validate and ensure that the security requirements and standards of this common body have been met. In GovCon speak: Information Assurance (IA) and FISMA/Cybersecurity Scorecard. Tasks from multiple contracts (A, B, and C) have been regrouped due to mission and organization realignments - Contract A: ENCORE II to Booz Allen Hamilton (HC102808D20150041); Contract B: Global Information Grid Services Management-Engineering, Transition, and implementation IDIQ to NES Associates (HC102813D00080004); and Contract C: GSA IT Schedule 70 to Kingfisher Systems (HC102815F0146). DISA indicated they are preparing the requirement package and anticipates releasing it in the next few weeks. We are thinking holidays + weekends + lawyers = next few months.

NHTSA
693JJRQ18000027  -   -  Mar-18 TBD:
Shaping Opportunity
The mission of the National 911 Program is housed within NHTSA's Office of EMS. 911 is currently undergoing a massive upgrade to an Internet-protocol (IP) based infrastructure.,This upgrade will enable the transmission of digital date (e.g., photos and video), and allow PSAPs to transfer calls and data among themselves - functions not currently possible.,In order to transfer calls from one PSAP to another, it is necessary to have the IP address of the receiving PSAP.,The Forest Guide, simply put, is a database containing all IP addresses for the approximately 7,000 PSAPs nationwide.,It must be established and maintained at the national level, in order for a fully operational, integrated NG911 system-of-systems to be accomplished. NHTSA is looking to GovCon to provide support to NHTSA in conducting a feasibility/cost study to determine requirements necessary for this expansion and maintenance.

AQPP1600769  $1,162,952,000.00  $552,142,998.95 Apr-18 Jul-18 Eight out of the ten incumbents are riding a bridge contract until September 2018. Due to the size and complexity of the requirement, planning efforts have extended beyond the previously USPTO provided anticipated schedule. USPTO still anticipates releasing a solicitation in FY18, but we wouldn't be shocked if this saw one more bridge contract. However, with the FY18 Omnibus coming down the trail, we might be shocked! Spending spiked in 2015 and spending in 2017 seems to be in line with 2016 spending with a slight a decrease. SAIC leads the pack bringing in over $128M, followed by Salient CRGT with $124M, and then massive drop off to CSRA ($71M), Pragmatics ($57M), Unisys ($47M), Phacil ($25M), Niksoft ($14M), Maximus ($12M), and Criterion Systems ($4M).
Employee Relations and Anti-Harassment Program Support USDA 12318718R0001  -   -  May-18 Jun-18 The U.S. Department of Agriculture (USDA) Forest Service (FS) is looking for a GovCon with expertise to support its Employee Relations (ER) program. In August 2016, the USDA FS developed and released an enhanced, comprehensive, agency-wide anti-harassment policy. In the past 14-months, USDA FS has received about 1,000 reports of harassment, ~15% of those required formal misconduct investigations and 85% required formal inquiries. The awarded GovCon will be required to conduct ~150 misconduct investigations for sexual/"other" misconduct and up to ~800 limited management inquiries per year.

It is no secret that GSA PBS has had its recent issues (*cough* FBI HQ *cough*) so this hopefully is a step in the right direction as GSA is reaching out to industry to investigate current solutions and their costs.

RFIFBICLOUD0001  -   -  May-18 Aug-18 Not to pile on to their troubles, but the Federal Bureau of Investigation (FBI) seems to be a tad behind the curve as they are just now conducting market research to figure out the range of GovCons commercial cloud capabilities. Citing the 2011 U.S. CIO "Cloud First Policy” (yes - that was more than seven years ago; link: https://federalnewsradio.com/ask-the-cio/2016/09/omb-clear-path-agencies-move-cloud/), the FBI is now looking into new business processes and architectures to support the FBI’s enterprise systems. Cloud capabilities and computing will support the FBI’s continued efforts into developing a new operating model for managing and standardizing IaaS, PaaS and SaaS (integration and approach) across the agency. What is even weirder is the contracting office randomly throws in a simple stated sentence about how FedRAMP is a government-wide program. Don't believe us? Check out the RFI for yourself. We know you are juggling a lot right now FBI - but we think you should revisit the war room for a new solutioning session with some updated current events. Give us a call, we are happy to help. RFI responses are due March 2nd.

The Department of Labor (DOL) Bureau of Labor Statistics (BLS) is seeking detailed data for hospital and physician rates and transactions as listed in their scope of work (SOW). Shaping Opportunity
The Air Force Nuclear Weapons Center (USAFNC) is responsible for operation and sustainment of Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) as well as some parts of the Rocket Systems Launch Program (RSLP). It fulfills this multi-faceted mission using facilities throughout the United States. When incidents arise in the transportation of vehicles and loads including liquid and solid rocket motors, the associated hazardous waste and other hazardous materials common to vehicle accidents requires immediate response. As such, the AF requires a rapid response and assistance if an ICBM liquid or solid rocket motor incident occurs. Current federal funding under the incumbent (Brett's Towing) only peaks at about $2M. Is it just us or should we maybe invest just a little bit more in this program? RFI responses were due February 21st.

This BOA was awarded back in 2015, but just a few months ago Purple Shovel got an exercised option for ammo - and we are hoping USSOCOM doesn't put any funding behind it. This Administration seems trigger-happy in support of rebels more aggressively than previous Administrations. The munitions world is fraught with risk, including buying nonstandard munitions from typically former Soviet block countries (Bulgaria, etc.); and the manufacturing component typically requires sizable down payments with the shipping process being equally as difficult. Basically, you have to be very careful with what you're buying (i.e. Purple Shovel and the Bulgarian grenades that killed people). Court documents were made public that week of February 8th showing a lawsuit between Purple Shovel and lender. Purple Shovel owes $4M to a lender for an order that allegedly never got executed. Given PS' past performance with SOCOM, it's hard to envision SOCOM ever giving them more work.
