Contracts would need to be awarded to move the current material and market research has shown it would take at least 2 weeks for performance once awarded. If any material is damaged or lost during transport it would hurt mission goals. The cost to move government property for one class and then to move it again once the main contract is awarded would also be an additional cost. It is not practicable to complete these tasks and ensure training is conducted on 7 January 2018.
